Many buses do not have seat belts for the passengers because that is how the bus manufacturing companies decided to build their buses. It's as simple as that.
However, many states are starting to require some or all buses to be equipped with seat belts -- particularly school buses that carry children.
If a bus passenger suffers injuries in a bus accident because of the lack of a seat belt, they may have a legal claim against the bus manufacturer.
