The Texas Board of Legal Specialization ("TBLS") decides which attorneys in Texas may become Board Certified.
The TBLS was created by the Supreme Court of Texas in 1974. Its members are appointed by the President of the State Bar of Texas.

What is important about this is that to become Board Certified, attorneys must go through an extensive process and meet many requirements set forth by a committee established by the Supreme Court of Texas. Board Certification is the most important certification a Texas attorney can have.
Almost all other types of attorney certifications or designations can be obtained by an attorney simply by purchasing them. This is definitely not the case with Board Certification.
